The following is a continuation of the previous chapter.
Above all, within this order, we must protect the security and prosperity of liberal nations.
We must create an environment in which liberal countries can naturally increase without coercion.
For that purpose, liberal nations must cooperate firmly with one another.
The central issue of such cooperation, I believe, is the security of the seas.
Looking at a globe, the Earth consists of many islands of various sizes and one continuous ocean that connects them.
The oceans cover 70 percent of the Earth’s surface, and 90 percent of global trade passes through them.
Control of the seas, and their peace and security, form the very foundation of survival for liberal nations.
At present, around thirty navies, centered on the United States Navy, cooperate to protect this security, but if there are forces that challenge it, they must be firmly repelled.
