Japan’s Ainu Policy Advancing According to a Juche Ideology Guidebook

Continuing Otaka Miki’s essay, this article discusses the involvement of Juche ideology-related figures in the Ainu Association, Onodera Masaru’s questioning in the Hokkaido Prefectural Assembly, and the strategy for “independizing” Japan described in Onoe Kenichi’s book The Road of Independence.
It points out the overlap between Juche strategy—centered on Ainu ethnic restoration, labor struggle, and Okinawan autonomy—and actual developments such as the Ainu New Law, the abolition of the Hokkaido Former Aborigines Protection Act, and the entry of an Ainu representative into the Diet, warning that Japan’s Ainu policy is advancing according to a 1987 Juche ideology guidebook.

Astonishingly, Japan’s Ainu policy is proceeding exactly according to a guidebook of Juche ideology, The Road of Independence, written in 1987.

For some time, some informed people have pointed out that people connected with Juche ideology have entered the Ainu Association.
Mr. Onodera also pursued this issue in the Hokkaido Prefectural Assembly in December 2011.

“I understand that people connected with the Ainu Association are holding lectures on Juche ideology in Sapporo.
Please tell us the details.”

“We do not have accurate information, but according to one document, I understand that it was held in Sapporo on September 29.”

“Please tell us the name of the organization that hosted it.”

“According to materials on the Internet, in the notation near the bottom of that material, the name ‘Japan Kim Il-sungism Study Group’ is written.”
He obtained this statement.
In addition, Shinohara Joichiro, who is knowledgeable about Juche ideology, told me, “The foundation of Ainu policy is written in this book,” and in Onoe Kenichi’s book The Road of Independence, published by Gogatsu Shobo, an astonishing reality was recorded.
Many tasks are presented there as a strategy for “independizing” Japan, that is, for turning it into a Juche-ideology state, and I will introduce the top three.
“The important things defined in the struggle to realize the sovereign rights of nations and the people are, first, to realize the restoration of the Ainu people; second, to develop the struggle of the working class; and third, to achieve Okinawan autonomy and independence.

“If we organize here the connection between the struggle to independize Japan and the Ainu movement, first, the struggle to establish the national sovereign rights of the Ainu is an important component of the struggle to independize Japan.
In other words, the struggle to independize Japan cannot be conceived without the struggle to establish the sovereign rights of the Ainu people, a minority people.”
Furthermore, the same book states the following.
“The solution of the Ainu issue is an important driving force for independizing Japan.
In order to realize the sovereign rights of the Ainu people, constitutional revision that puts this into articles, or the enactment of a new law, will become unavoidable.
The Hokkaido Former Aborigines Protection Act must be abolished.
A representative of the Ainu must advance into the Diet.”
In fact, on April 19, 2019, the Ainu New Law, which for the first time legally positioned the Ainu people as an “indigenous people,” was passed and enacted at a plenary session of the House of Councillors.
The Hokkaido Former Aborigines Protection Act was abolished in 1997 with the enforcement of the Ainu Culture Promotion Act, with Suzuki Muneo acting as the standard-bearer.
Kayano Shigeru, a representative of the Ainu, served as a member of the House of Councillors from 1994 to 1998.

Also, in order to make the Ainu an “indigenous people,” the falsification of history in Hokkaido is naturally progressing steadily.
Incidentally, regarding the Ainu event in Kameari, Tokyo, mentioned earlier, I should point out that it is on a different level from a mere introduction of the traditional culture of a local Japanese city.
What Mr. Onoe has consistently argued is that, before talking about autonomous districts and so on, emphasis should be placed on cultural strategies such as the spread of Ainu dance and the Ainu language.
For example, in the Juche ideology magazine The Road of Independence, No. 119, December 2013, there is also an article titled “Living by Inheriting the Tradition and Culture of the Ainu People.”
In another article, it is also mentioned that in Hiki District, Saitama Prefecture, teachers’ unions, Jichiro, and people connected with Juche ideology cooperated, took up the Ainu people under the name of the “peace movement,” and held Ainu traditional instrument workshops and talk shows.
At that time, in holding this event, stories were written about the difficulties of publicity and the like, but since this year the Japanese government’s budget has also been attached, and Dentsu is in charge of part of the PR, people connected with Juche ideology will surely be unable to stop laughing.
