This essay examines anti-Japan narratives in South Korean state textbooks, including distortions surrounding the March First Movement, comfort women, and the wartime women’s volunteer corps, while arguing that the United Nations, NHK, and Asahi Shimbun have uncritically accepted and amplified such propaganda instead of confronting the historical record.

III. Background.

  1. History textbooks filled with anti-Japan descriptions.
    1-1. Completely at odds with historical fact.
    In the state-authorized South Korean elementary school social studies textbooks used in the 1990s, Japan’s “brutal acts” are described everywhere, and for example there are passages such as the following that drive children toward anti-Japan action.
    “Japan merged our country with its own, took everything from us, and oppressed our people.” “Let us discuss how we should confront Japan, which committed such barbaric acts.”
    However, this historical understanding is completely different from historical fact.
    In reality, Japan and the Korean Empire concluded the Japan-Korea Annexation Treaty in accordance with international law and domestic law, by their respective wills, and the “annexation” of the two countries was realized, just as in the “union” of England and Scotland.
    As a result, the people of the Korean Empire acquired rights and duties as Japanese subjects.
    After the Japan-Korea Annexation, just as the former West German region did for the former East German region after German reunification, Japan made enormous public and private investments for the modernization of the Korean Peninsula.
    Because the Korean people also actively accepted this, it is a fact that the Korean Peninsula achieved modernization in only 35 years, at a speed unparalleled anywhere in the world.
    1-2. Anti-Japan middle and high school textbooks.
    Middle and high school history textbooks are also filled with anti-Japan descriptions, and for example the state-authorized middle school national history textbook of the 1990s contains the following passage regarding the so-called March First Movement of 1919.
    “Girls under ten years old, married women, and female students devoted themselves passionately to their motherland, and for the simple offense of crying out for independence, they were subjected to humiliating treatment and beaten. We were told that 300 little girls aged seven and under had already been shot to death.”
    This is propaganda writing designed to appeal to children’s emotions and stir up hatred and resentment toward Japan.
    But this too has no basis whatsoever and is not historical fact.
    The March First Movement began initially with students and religious figures seeking independence from Japan, but soon developed into a nationwide riot involving arson, looting, and murder.
    However, by judgment of the Supreme Court, the crime of insurrection was not applied to this riot, and only the Security Law and the Publication Law were applied.
    Naturally, not a single person was arrested merely for crying out for independence.
    Although in the March First riots 6 Japanese gendarmes and 2 police officers were massacred and many buildings were set on fire, not one person was sentenced to death, no one received a prison term of more than 15 years, and only 80 people received prison terms of more than 3 years.
    Moreover, under the general amnesty of 1920, their sentences were reduced by more than half.
    1-3. Distortion of history.
    Furthermore, the state-authorized middle school national history textbook of the 1990s contains the following description.
    “During the Second World War, even women were taken away under the name of the volunteer corps and victimized as comfort women for the Japanese military.”
    This description too is clearly a distortion of history.
    The volunteer corps were women who worked in factories during the war, and they were not forcibly gathered; on the Korean Peninsula, all participation was by application.
    Of course, they had absolutely nothing to do with comfort women, and among those who later came forward claiming to have been former comfort women, not a single one testified that she had been forcibly taken away as part of the volunteer corps and made into a comfort woman.
    As shown above, South Korean textbooks are filled with distortion and fabrication of history, and are used as tools to plant hatred and resentment toward Japan in children.
    And that continues even now.
