The Kansai Ready-Mixed Concrete Case and Kiyomi Tsujimoto: Why NHK Abused Its Freedom Not to Report

Shock in Nagatacho Over the Arrest of the Ready-Mixed Concrete Industry’s ‘Don,’” this piece discusses the Kansai ready-mixed concrete union, suspect Take Kenichi, Kiyomi Tsujimoto, the Constitutional Democratic Party, and NHK’s reporting posture.
It criticizes NHK for abusing its “freedom not to report,” noting that arrests related to the Kansai ready-mixed concrete group were reported by NHK Osaka but ignored by the 7 p.m. national news and Watch 9.

“On New Year’s morning, there was suddenly a roaring noise, and when I wondered what it was, they were shouting abuse about me through huge loudspeakers.
It was an outrageous nuisance to the neighborhood, and I had to go around bowing my head and apologizing.
Yesterday, on the Internet, I found an article that Shukan Asahi had posted online on August 31, 2018, titled “A ‘Boomerang’ for Diet Member Kiyomi Tsujimoto? Shock in Nagatacho Over the Arrest of the Ready-Mixed Concrete Industry’s ‘Don.’”
When I saw this article, I remembered the day a few days earlier when I had posted an article published in the Sankei Shimbun about the arrest of many members other than the don this time.
That is because NHK Osaka had properly reported it on the news from 6 p.m., but I had found it strange that the 7 p.m. news and Watch 9 did not report it at all.
Not only was Kimura Makoto, who had once served as Kiyomi Tsujimoto’s secretary and is now a Toyonaka city assemblyman who filed a complaint over the Moritomo issue with the Osaka District Public Prosecutors Office, surely an officer of this organization, but well-informed journalists had described the relationship with Kiyomi Tsujimoto herself as deeply entangled, and it is an obvious fact that in the Moritomo issue, there were even indications that a man closely connected to Tsujimoto who died an unnatural death had been killed by them.
Previously, when Watch 9 suddenly broadcast a special report saying that there are few female Diet members in Japan, I criticized its malicious intent.
In a small column in yesterday’s newspaper, there was an article saying that the Constitutional Democratic Party would make 40 percent of its candidates in the next election(probably the House of Councillors election)women.
What Diet members like Kiyomi Tsujimoto and Mizuho Fukushima can do is only to destroy the country and hand Japan over to the Korean Peninsula and China, but I will write about this later.
It is an obvious fact that the Constitutional Democratic Party is in reality an outrageous political party crawling with agents of North Korea, South Korea, and China.
There can no longer be any doubt that people of the same kind as the cells that have entered this Constitutional Democratic Party now control NHK’s news division.
NHK suddenly broadcasts a special report denigrating Japan over the number of female Diet members and the like, a topic that has nothing whatsoever to do with confronting the difficult problems Japan is now facing.
In response to this, the Constitutional Democratic Party secretly makes an announcement that corresponds to this special report.
During the Mori-Kake reporting fabricated by Asahi, NHK backed the Constitutional Democratic Party to a nauseating extent and showed Kiyomi Tsujimoto’s face and statements in large close-up for long stretches every day.
It is an obvious fact that Kansai Ready-Mixed Concrete and Kiyomi Tsujimoto have an extraordinary relationship.
I realized that the reason the cells controlling NHK’s news division completely ignored it on the 7 p.m. news and Watch 9… that is, on nationwide broadcasts… and abused their freedom not to report was nothing other than to protect Kiyomi Tsujimoto, whom they had fashioned into the face of the Constitutional Democratic Party.

The “don” of the ready-mixed concrete industry has been arrested, sending a shock through Nagatacho.
In an attempted extortion case involving warehouse construction work in Shiga Prefecture, the Shiga Prefectural Police arrested Take Kenichi(76), executive committee chairman of the Kansai District Ready-Mixed Concrete Branch of the All Japan Construction, Transport and General Workers’ Union Solidarity Union(hereafter “Solidarity”), on August 28 on suspicion of attempted extortion, alleging that he threatened the branch manager of a trading company to contract with a member company of the Koto Ready-Mixed Concrete Cooperative Association.
Take was called the “don” of the ready-mixed concrete industry and is said to have had great influence in political circles as well.
“When I saw on the news that Chairman Take had been arrested, I was so shocked I froze,” said the secretary of an opposition-party member of the House of Representatives.
A Solidarity source revealed the following.
“Beginning with Diet member Kiyomi Tsujimoto of the Constitutional Democratic Party, we backed opposition-party Diet members who met Chairman Take’s approval.”
Looking at the official gazette, the 1999 income-and-expenditure report of Tsujimoto’s political fund management organization, “Politica=Kiyomi and Citizens,” stated that Solidarity had purchased 500,000 yen worth of party tickets.
Furthermore, in 2000 as well, the report of “Politica=Kiyomi and Citizens” stated that it had received a total of one million yen in donations from two Solidarity executives.
“The relationship between Tsujimoto and Chairman Take was highlighted in the media, but there were many opposition-party Diet members supported by Solidarity.
Backed by abundant funds, it actively supported them in elections as well”(Solidarity source).
What enabled suspect Take to obtain that much money was thorough struggle.
In the name of union activity, if there was a company that did not respond to collective bargaining, they would drive around the company president’s home and conduct street propaganda.
If a company tried to procure concrete from a company that had not joined their union, they sometimes used force by stopping mixer trucks near the construction site.
A manager who once had trouble with Solidarity said the following.
“On New Year’s morning, there was suddenly a roaring noise, and when I wondered what it was, they were shouting abuse about me through huge loudspeakers.
It was an outrageous nuisance to the neighborhood, and I had to go around bowing my head and apologizing.
Even though it was New Year’s Day, employees rushed to my house, and it became a huge commotion.
After that, fifty to one hundred people distributed leaflets around the company, and since I could not cause any further trouble, I agreed to pay a settlement.
It was by no means a small amount.
This is not something a labor union, an organization that is supposed to be on the side of workers, should do.”
Suspect Take was also arrested and indicted by the Osaka Prefectural Police in 2005 for attempted coercion, forcible obstruction of business, and other charges.
An investigator from that time said the following.
“Mr. Take would go into companies that had trouble and carry out thorough harassment, such as New Year’s street propaganda and handing out leaflets in front of the company from early morning.
Then he would take money from managers who gave in, under the name of settlement money.
That came out in court too, but only a small part of it.
When we searched the union, an astonishing amount of cash came out, and we were surprised.
There must have been hundreds of millions.
At the time, it was rumored that they had collected around ten billion yen in settlement money.”
There are suspicions that such funds also flowed into Nagatacho.
“Chairman Take comes to Nagatacho about once a year.
He brings about twenty union executives with him and makes the rounds of Diet members he supports at the Diet members’ office building.
They all stay at high-class hotels, and at night there are lavish drinking parties with Diet members and secretaries.
On the day Chairman Take comes, supported Diet members cancel whatever business they have and come.
That is how generous the support they can receive is”(the above-mentioned opposition-party Diet member’s secretary).
When Tsujimoto Kiyomi’s office was asked for comment about her relationship with suspect Take and whether she had received donations from Solidarity, it gave the following response.
“Regarding Mr. Take’s arrest, we have no view.
There is no fact that we received donations from the designated person or organization.
We do not know what meal with Mr. Take refers to, so we cannot answer”(this magazine’s reporting team).
