On the 11th, in Joso City, Ibaraki Prefecture, where a large-scale flood occurred from the Kinugawa River, resident Sakasai Masao, 67, said, “This is a man-made disaster.”
In the city’s Wakamiyado district, a natural levee was cut away after construction of a large-scale solar power plant, or mega-solar plant, began around March of last year.
It is believed that the muddy torrent caused by the heavy rain overflowed from that location and swallowed the residential area.
Among nearby residents, Mr. Sakasai was the one who opposed the construction of the mega-solar plant until the very end.
From around March of last year, he had appealed to officials of Joso City and the Ministry of Land, Infrastructure, Transport and Tourism about the danger of flooding from the Kinugawa River.
In this flood, the levee in the city’s Misaka district broke, and overflow occurred in the Wakamiyado district.
The construction site was private land, but he kept raising his voice, saying, “There was fear of losing life and property.
Citizens have the right to protect them.”
However, in May of that year, an official at the city’s Ishige Government Building dismissed him by saying, “If anything happens, please escape at your own responsibility.”
“I was treated like a nuisance.”
Without the authorities taking his side, Mr. Sakasai became isolated in the community.
A natural levee two to three meters high was cut down over a length of about 150 meters.
Endo Reiko, 59, whose home faces the mega-solar construction site, said, “Thanks to the natural levee and the thickly growing trees, in the old days you could not see the Kinugawa River even from the second floor.”
Mr. Sakasai said angrily, “It is truly frustrating.”
The remains of his wife Sachiko, who died of illness in November 2013 at the age of 60, were still at his home.
Holding Sachiko’s wheelchair, covered in debris, he burst into tears and said, “I fought all along, saying they must not cut down the levee, in order to protect my wife too.”
Muddy water flowed into his home, and all of the roses and the kitchen garden that his wife loved were washed away.
A woman in her fifties living nearby said she was threatened by the construction company.
She recalled, “When I said, ‘Don’t cut down the hill because it is dangerous,’ they intimidated me by saying, ‘If you make too much noise, you will no longer be able to live here.
Is that all right with you?’”
A woman in her twenties whose home suffered devastating damage expressed her anger, saying, “I want the residents to unite and sue the city or the national government.”
In place of the cut-down natural levee, only sandbags had been piled up.
Mr. Sakasai regretted it beyond words, saying, “What I feared has actually happened.
Unless things turn out like this, no one understands.”

Without question, excavating the natural levee for the installation of the mega-solar plant and lowering it by as much as two meters was the cause of the first overflow at around 6:30 a.m. on September 10, and it was nothing other than a “man-made disaster”!

It is an undeniable fact that organized crime is deeply involved in the solar power that Kan Naoto, Son Masayoshi, and others in the Democratic Party administration promoted and forced through to an abnormal extent.

By the 10th, the Fukuoka Prefectural Police had arrested Kanemitsu Hajime, 52, an executive of an organization affiliated with the Kudo-kai, a specially designated dangerous organized crime group based in Kitakyushu, on suspicion of theft, for allegedly being involved in the theft of one thousand solar panels from the construction site of a large-scale solar power plant, or mega-solar plant.
The total number of arrests in the series of incidents reached seventeen.
According to Investigation Division 3, Kanemitsu is believed to have been the leader of the group.
The arrest charge is that in late October of last year, he conspired with Kudo-kai affiliated members and others to steal one thousand panels, worth about 30 million yen, from a construction site in Munakata City, Fukuoka Prefecture.
