Kusatsu in Gunma Prefecture is home to Kusatsu Onsen, Japan’s most significant natural hot spring, and is a historic tourist town.The town is small, with a population of less than 7,000 and a citizens’ charter that states, “Peace to those who enter, happiness to those who leave,” but the residents have led a peaceful life while cherishing the hot springs and the tourists who love them.However, since November 2028, Kusatsu Town has been hit by an unreasonable incident.It began with the publication of an e-book that falsely claimed that I had physical relations with a female town councilor in the mayor’s office in broad daylight.The councilwoman’s claim was eventually changed to “I was raped,” She was falsely accused of a crime that had no basis.I, the other council members, and the people of Kusatsu did our best to dispel the allegations, but this was criticized by feminists and professors of women’s studies as “a violation of human rights” and “Kusatsu, the town of the second rape.After the efforts of the investigative authorities, on October 31, 2022, the female town councilor lost her position and was indicted by the court for defamation and false accusations.Although the trial is still pending, our efforts to clear her innocence have reached a milestone.In this paper, we report on the events that have occurred in our town and hope many people will understand the frustration we have experienced.
100% False Accusations The e-book in question is “Kusatsu Onsen Jet-Black Darkness 5,” self-published by a writer named Reiji Iizuka.In Kusatsu, there is a traditional hot-spring cure called “Jikan-yu.A “yucho,” or head of the baths, led the practice, but the town decided to abolish the rule because its activities and management were considered unclear.This book was an indictment of abolition.This female town council member was one of those who appealed for the continuation of the “Jikan-yu.”In retrospect, I now believe that the current disturbance was an “incident” orchestrated by the forces that lost their interest in abolishing the bathhouse manager system in an attempt to disqualify me. The book’s introduction says, “The mayor of Kusatsu had an inappropriate relationship in the mayor’s office. A female counselor reveals the truth! I could not believe my eyes.It stated that on the morning of January 8, 2015, Ms. Sachiko Arai, a town council member, visited me in the mayor’s office at the town hall and forced me to have sexual relations with her.The book also quotes a letter from Ms. Arai to Mr. Iizuka, in which she clearly states, “I had sexual relations with the mayor. It is a made-up story that is 100% based on a lie.In 2015, Ms. Arai and I had no relationship other than being a town council member and the mayor.I had no appointment with Ms. Arai on the alleged incident date on January 8 of the same year.It seems that I had a personal appointment with the then-deputy mayor at 10:00 a.m., and I entered the mayor’s office with the deputy mayor who met with me. We had only a 15-minute conversation. Of course, I never laid a finger on Mr. Arai.The door to the mayor’s office is always open.The door is closed for staff personnel matters, tax-related meetings, etc., but it is generally open.When a woman visits the office, we are cautious to avoid misunderstandings, and there is no way she can engage in sexual intercourse. Moreover, Ms. Arai was in the mayor’s office between 10:00 and 11:00 a.m., which needed clarification.During this time every year, I am busy dealing with visitors who have no appointments at the beginning of the year.It is also the time of year when meetings with staff members are held one after another as they begin their work.Moreover, the mayor’s office is made of glass, so the police box and the Kusatsu Town Hall of Commerce and Industry can see everything happening inside. Kusatsu Town has two active volcanoes nearby.The mayor’s office is the base of operations in case of emergencies and is not a secret room.The reception room, deputy mayor’s office, and general affairs section are located next door, so if there is any suspicious activity, everyone will be aware of it.It is absolutely impossible, both physically and temporarily.There is a limit to the ridiculous.I was surprised and felt unbearably angry. At the same time, I thought, “This is going to be a big mess, and it won’t just get away with it.So, I immediately contacted the Koroma Prefectural Police Naganohara Station in the neighboring town and filed a damage report.At the same time, I contacted a newspaper reporter with whom I had been in contact.I immediately requested legal proceedings from my legal advisor and filed a civil lawsuit against Ms. Arai.I notified the residents of the town through newspaper inserts. I also contacted the council.The fact that my honor and credibility were damaged is a problem. Still, the fact that the mayor, a public official, forced a fellow public official, a town council member, to have sexual intercourse in the mayor’s office during working hours at a public facility called the town hall is not something that I can take personally.Why did he make this nonsense public?Both the town and the council must question this.Immediately, the council held an all-member meeting to demand an explanation from Ms. Arai.The story changes one after another. Ms. Arai attended the all-member council meeting and said, “I had a physical relationship with Mayor Nobutada Kuroiwa in the mayor’s office. I deeply regret and confess to the above.” Ms. Arai’s explanation changed one after another depending on the scene after this.In the e-book, she says, “I fell in love with Mayor Kuroiwa. When we were alone in the mayor’s office, I was delighted when my feelings were understood,” he wrote. Later, Ms. Arai and her fellow council members submitted a motion of no confidence in me as mayor: “It is true that I had a physical relationship with the mayor.” She also suddenly stated in the plenary session that “there were several other women who were sexually victimized beside me (Ms. Arai).”I asked, “Where are they? When did this happen?” When I asked her, she replied, “I can’t tell you because it would invade their privacy.”She refused to reveal the contents of her statement. At a press conference held at the Foreign Correspondents’ Club of Japan in December 2020, she said, “It is true that Mayor Kuroiwa raped me.She also said then, “In Kusatsu Town, women are treated as objects, and women are allowed to have stores around Yubatake if they become mistresses of powerful men.” When pressed about the physical impossibility of having a relationship with the mayor, she flatly stated the unbelievable lie that “the mayor redecorated the room.”Although she said she was raped, she didn’t consult the police and filed a damage report on her own.She said, “I can’t trust the police. I will reveal everything in court.”However, in the first place, the pending lawsuit is the lawsuit I filed to pursue Ms. Arai’s liability.If Ms. Arai is telling the truth about being a victim of sexual assault, she should have filed a criminal complaint or a civil lawsuit.However, that is not the case at all.Nor does she seem to intend to do so.Residents’ distrust and antipathy toward Ms. Arai grew, and her story lost credibility. When it was discovered that Ms. Arai had no residence in the town, the townspeople filed a recall petition.By an overwhelming majority, Ms. Arai lost his position. In December 2021, Ms. Arai finally filed a criminal complaint against me.At that time, the charge was changed to “indecent assault,” which does not involve sexual intercourse. ”On January 8, 2015, at around 10:00 a.m., in the mayor’s room on the third floor of the Kusatsu Town Hall, Mayor Kuroiwa kissed Arai, touched her breasts on her clothes, rolled up her clothes, and directly touched her breasts as she fell to the floor, rolled up her skirt, put his hand into her underwear and touched her pubic area, and then pulled down her underwear and touched Arai’s penis from behind. Kusatsu is a town of a second rape,” and so on. Usually, the victims are women, and the perpetrators are men.However, Ms. Arai took good advantage of this.I feel that the situation was further complicated by the feminists who brought in discrimination against women and gender, even though there was no evidence to support their claims. Another severe blow to the town was that Ms. Arai’s claims were broadcast worldwide at a press conference at Japan’s Foreign Correspondents’ Club.Arai’s allegations were treated as if they were facts.However, those who struggled to dispel the allegations were seen as the perpetrators, and reports abounded as if we were trying to cover up the situation.Social networking sites became a kind of “net lynching.” There was a lot of discourse that one-sidedly portrayed me as the perpetrator.For example, Ms. Chizuko Ueno, a professor emeritus at the University of Tokyo, wrote the following in the preface to the May 2021 issue of “Local Councilor,” a magazine read by people involved in parliamentary affairs.”In the end, the ruling party members of the Kusatsu-Cho assembly rose and conducted a recall campaign after Councilor Arai disclosed that the mayor had sexually harassed her, and Councilor Sachiko Arai lost her job. In that case, there may indeed be a certain logic to the recall, even if the merits of the recall were questioned.However, Ms. Arai has done nothing about it.I filed the lawsuit, and she said she would clarify in court. The court found Ms. Arai’s defamation by showing specific facts at the stage of the application for a provisional injunction. Moreover, the recall was initiated by the residents.Ms. Arai has been saying that women are treated as “objects” in this town and that she has been demeaning many women living in Kusatsu.When the council pointed out the contradictions in her statements, she failed to fulfill her accountability.There are also doubts about their actual living conditions; this is a legitimate democratic procedure conducted following the law.In “Shimbun Aka Hata,” Mizuki Tajima, the representative of Flower Demonstration Gunma, wrote, “Former Kusatsu Town Councilor Shoko Arai, who lost her post after being recalled for accusing the mayor of sexual violence, Midori Yamada, Nakanojo Town Councilor of the Japanese Communist Party, and others participated in the event. “”Let’s change the society that excludes people who complain about sexual violence” (Jun Yamamoto, Representative Director of General Incorporated Association Spring) was posted.All of them were based on the assumption that I was the perpetrator and Ms. Arai was the victim.Mr. Yamamoto is said to be the person who spread the tag “Kusatsu, the town of #rape” on SNS, and he holds a key position as a member of the Ministry of Justice’s Criminal Law Review Committee on Sexual Offenses. If false accusations are treated as legitimate in the name of “women’s rights,” it will be an obstacle for the real victims who need support.I wonder how feminists, who are usually sensitive and willing to defend women’s rights, view the current situation and what they think about their discourse.I want to ask for an explanation.
