The More Highly Skilled, the More Dangerous — Immigration Policy and China’s Strategy of Guilt

This essay examines the risks inherent in Japan’s high-skilled immigration policy, drawing on a recent paper by Yamaoka Tetsuhide, and analyzes China’s consistent strategy of forcing Japan to internalize guilt through information warfare, propaganda, and psychological operations.

The more highly skilled a person is, the more likely they are to become a highly sophisticated spy or operative.

Instilling a sense of guilt in Japan.
By the time one reaches this point, it should be clear what kind of risks Japan’s current immigration policy entails.
In September 2016, while visiting New York, Prime Minister Abe declared in a speech that Japan would become a country where permanent residency could be obtained at one of the fastest speeds in the world for those who meet certain conditions, asking the audience to look forward to it.
Then, in January of this year, the Ministry of Justice announced a policy to shorten the required period of residence for permanent residency applications to as little as one year, limited to foreigners with highly advanced abilities.
The more highly skilled the individual, the more capable they are of becoming a sophisticated spy or operative.
Consequently, the value of what can be stolen becomes extraordinarily large, and the damage inflicted on the state becomes immeasurable.
I had heard of Chen’s existence, but until I recently received his message through local staff, I had not fully recognized him.
Upon hearing about our AJCN activities to block the installation of comfort women statues, Chen reportedly stated the following.
“The consistent strategy of the Chinese Communist Party toward Japan is to prevent Japan from standing on its own and expressing its own opinions by continuously forcing Japan to apologize to China and to keep instilling a sense of guilt for having done wrong.”
It is undeniable that the recent attacks by the Chinese government against APA Hotels were carried out in faithful accordance with this strategy.
Chinese authorities themselves likely do not believe that they can prove that 300,000 civilians were massacred in Nanjing.
The Nanjing Massacre Memorial Hall is a tool strategically designed to incite hostility and hatred toward Japan, not to convey historical facts.
It can rightly be called an anti-Japan production factory.
In other words, this is information warfare and conspiracy.
Serious-minded Japanese people fail to understand this point and tend to believe that disputing facts and simply conveying the truth will suffice.
