東日本大震災の直後、著者は、政治家にしか出来ない二次災害の防止策として、東京証券取引所の休業、あるいは全面的な空売り禁止を提言する。
未曾有の天変地異の最中に、市場だけを「自然」に委ねる論理は成り立たないとし、さらに被災者救済のための徳政令や、自衛隊出動規模をめぐる政治判断の貧しさを厳しく批判する。
これは震災後の市場、政治、官僚機構への怒りを記した当日の記録である。

In the immediate aftermath of the Great East Japan Earthquake, the author argues that one of the few secondary disasters politicians could and should prevent was financial panic, by closing the Tokyo Stock Exchange or, at the very least, imposing a complete temporary ban on short selling.
He insists that in the midst of an unprecedented catastrophe, the logic of leaving “the market” alone no longer applies, and also criticizes the poverty of political judgment surrounding debt relief for victims and the scale of Self-Defense Force deployment.
This is a same-day record of anger directed at the market, politics, and the bureaucratic order after the disaster.

それが、政治家が為すべき、二次災害を防ぐ唯一の方策。

さっき、くりきんとんさんが電話をかけてきて言うには、「例えば、さぁ、新婚さんが建てた家がなくなった…。
どうするんだろう」。
私は言った。
「徳政令を出すしかない…。
銀行は儲かっているんだから」。

昨日、政治家が防ぐ、或いは政治家にだけ出来る二次災害の防止策とは…。
例えば、月曜日に東証を閉鎖することだ、と書いた。

今は、確信的に思う。
こんなここ数百年で最大の地球異変が起きた時に、市場の事は市場に等と言っている場合でもないし、その必要もない…。
全く自然でない…。
市場的には、日常的には…。
事が起き、起きている時に、市場だけ自然云々等と言う論理は通用しない。

開場するにしても、「空売りは全面禁止」、にして開場すべきだろう。
何故かは言う必要もなかろう。

このような未曾有の大災害が短期的には経済にとってプラスである訳はないのだから。

市場だけが自然であるべき等と言うような論理は、ない。

5万人(出動人員)等という数字は…。

幸運にも東京大地震ではなかった…。
その東京に居て、すべからく物事を考える人間達…。
この数字を出したのは、正に官僚たちでしょうが…。
それに対して、ただ頷くだけ…。
せいぜいが、少々、数を上乗せする位のこと。

それが、この何らの正当性もない、その器でもなかった大将が構成している政権の実態だろう。

それは、近年、ずーっと続いてきた政権の実態。
私が指摘してきた…。
マスコミが、痴呆テレビが作って来た政権の実態。

That is the only measure politicians can take to prevent a secondary disaster.

A little while ago, Kurikinton-san called and said, “For example, suppose a newly married couple built a house and it has been swept away….
What are they supposed to do?”
I replied.
“There is no choice but to issue a debt jubilee….
Banks are making profits, after all.”

Yesterday I wrote that the prevention of secondary disasters, which politicians should prevent, or which only politicians can prevent, meant, for example, closing the Tokyo Stock Exchange on Monday.

Now I feel it with certainty.
When the greatest upheaval of the earth in the past several centuries has occurred like this, this is no time to say that the market should be left to the market, nor is there any need for that….
It is not natural at all….
In market terms, in ordinary times, perhaps….
But when something has happened and is happening, the logic that only the market must remain “natural” simply does not hold.

Even if it is opened, it should be opened with “short selling completely prohibited.”
There is no need to explain why.

A disaster of this unprecedented scale cannot possibly be a short-term positive for the economy.

There is no logic by which only the market should be considered natural.

A figure such as 50,000 troops deployed….

Fortunately, this was not a great earthquake directly striking Tokyo….
And yet the people in Tokyo, who think about everything from there….
It was surely the bureaucrats who came up with this number….
And to that, all they did was nod….
At most, they merely added a few more to the figure.

That is probably the reality of the government formed by this commander who had no true legitimacy and was never equal to the role.

And that has been the reality of governments for many years now.
What I have pointed out all along….
The reality of governments created by the mass media, by idiotic television.
