A List of Japan’s ODA Assistance to South Korea: Astronomical Aid That Was Never Told and Reflections on Strengthening Japan’s Own Land

Published on August 13, 2019.
This article republishes a chapter first posted on November 3, 2018, and another first posted on July 25, 2018.
It presents a detailed list of Japan’s ODA assistance to South Korea, showing that, even excluding the 500 million dollars paid under the 1965 Treaty on Basic Relations between Japan and the Republic of Korea, Japan provided enormous support for South Korea’s modernization, including railways, ports, power generation, medical care, education, water and sewage systems, subways, and steelworks.
It raises the question of whether Japanese lives lost in disasters could have been saved had these astronomical sums of aid to China and South Korea been used instead to strengthen Japan’s own national land.

August 13, 2019.
If these astronomical amounts of aid to China and South Korea had been used to strengthen Japan’s own national land, not a single Japanese citizen would have had to die in a disaster.
Because the South Korean government, exactly like the Chinese government, has not told its people a single thing about this clear fact, almost all of its citizens must know nothing about it.
The chapter I published on November 3, 2018, under that title, entered yesterday’s top 50 in search numbers.
I am republishing the chapter I posted on July 25, 2018.
Because the South Korean government, exactly like the Chinese government, has not told its people a single thing about this clear fact, almost all of its citizens must know nothing about it.
Above all, I myself, a Japanese citizen, knew absolutely nothing about it until I found this article on the internet, so most Japanese citizens must not have known it either.
…In such a state of affairs, how could politicians and the mass media, led by Asahi, have kept saying things like Japan-China friendship and a future-oriented Japan-Korea relationship?
I can say this with certainty because I subscribed to and carefully read the Asahi Shimbun for a very long time until August four years ago: I never once read this article in the pages of Asahi, and needless to say, I never saw it on the commercial television stations that are their subsidiaries, nor did I see it on NHK.
I did, however, see more than enough of the theory that Japan was evil and the Japanese military was evil.
Rather than merely being astonished by this fact, countless Japanese people must want to throw the words of one of their representative figures, Yamaguchi Jiro—“…I’ll beat you down”—at the stupidity of Japan’s political hacks who continued to provide such enormous assistance, and at Asahi Shimbun and others, the so-called human-rights lawyers, and the so-called scholars who led them in that direction.
At the same time, I am astonished by the ingratitude of Koreans, who have continued to return such favors with hostility, but in the words of a great man produced by Okinawa in the Meiji era, which I recently published, I believe the great predecessor Iha indeed pointed out “ingratitude” as one of the shortcomings of Okinawans.
People of Okinawa should never, ever become the same kind of people as the Koreans described below.
After all, the largest amount of local allocation tax among all 47 prefectures has continued to be poured into Okinawa.
If these astronomical amounts of aid to China and South Korea had been used to strengthen Japan’s own national land, not a single Japanese citizen would have had to die in a disaster.
The people of Okinawa should once sit in deep thought and come to understand that the same thing can be said of them.

I believe that not only the Korean people, but also Japanese people, need to know this well.
