To do so, a great many people must understand why the Wuhan virus developed into a pandemic.
The principal reason it became a pandemic was that the Chinese government continued to conceal information.

The virus had been spreading throughout Wuhan since mid-December, and in late December, Dr. Li Wenliang issued an online warning about its dangers.

Dr. Li was subsequently punished for allegedly spreading false information, became infected with the disease himself, and died.
Even so, the Chinese government made no conspicuous effort to respond.

Instead, its propaganda apparatus used experts in Beijing to proclaim, “There is no need to worry, because this disease is not transmitted from person to person.”
The residents of Wuhan took this information at face value.
With the Lunar New Year approaching, large numbers of people gathered together in single locations and enjoyed food and drink.
As a result, the infection spread explosively.
Moreover, because it was shortly before the Lunar New Year, migrant workers and students returned to their hometowns while carrying the virus.
The virus consequently spread throughout China.

And now it has spread throughout the world.

China was experiencing an unprecedented overseas travel boom, and large numbers of Wuhan residents traveled to Japan, Europe, and the United States.
There is therefore no doubt that responsibility for the spread of the infection lay with the Chinese Communist Party leadership, which concealed the information.
The leaders themselves are also aware of this.

But they absolutely refuse to acknowledge where the responsibility lies.

They refuse to acknowledge it not only to the international community but also to the Chinese people.

Had infection-control measures been implemented during December, the world would not have been transformed in this way.
Why did they merely conceal the information instead of taking countermeasures?

The one-party dictatorship of the Chinese Communist Party caused them to act that way.
Particularly since the establishment of the Xi Jinping administration, it has become a system of personal dictatorship under Xi Jinping.
Despite China being such an enormous country, nothing in politics, economics, diplomacy, or any other field can move forward unless it first passes before Xi Jinping’s eyes.
The release of information is also entirely dependent upon decisions made by the central government.
Under the collective leadership system of the Hu Jintao era, when a report arrived from Wuhan, the official responsible would probably have exercised his own judgment and set the central government in motion.
Now, however, every matter must first be submitted for the approval of “His Excellency Xi Jinping.”

It is the same as North Korea.
When Kim Jong Un visits a regional farm and mutters something, everyone around him takes notes and then acts exactly as he said.
They are no different from robots.

Xi Jinping is also only human.
There are limits to the amount of work he can process during the 24 hours of a day.
Moreover, he is by no means a leader blessed with excellent judgment.
On the contrary, he is slow-witted.
As a result, the processing of important matters is delayed.

He does not even understand how to establish priorities.

Because the system is governed by a small circle of close aides, those around Xi Jinping anticipate his wishes, determine which matters should be given priority, and make their recommendations accordingly.
Moreover, they provide him only with information that will please their boss.

That means troublesome matters are pushed into a corner.

That is why the Xi Jinping administration did not officially acknowledge the Wuhan virus until January.
By then, it was already too late.
