The Final Chapter of the First Edition of The Turntable of Civilization — My 2011 Vision for the Government of Japan and the Bank of Japan During the Historic Yen Surge to the ¥75 Range
The following text was included as the final chapter of the first edition of my book, The Turntable of Civilization.
I wrote it on November 15, 2011, in order to alert the people of Japan and the world, in the form of a “Notice from the Government of Japan and the Bank of Japan,” on the hypothetical assumption that the Government of Japan and the Bank of Japan at that time had implemented the policies described below.
At that time, Japan was experiencing an extraordinary appreciation of the yen, with the exchange rate having risen into the ¥75 range against the U.S. dollar, and even on November 15, 2011, when I wrote this text, the dollar was trading at around ¥77.
I wrote this text to warn the people of Japan and the world about that extraordinary appreciation of the yen, prolonged deflation, and the effects of Japan’s economic stagnation not only on Japan itself but also on the world economy.
It was not an official statement issued by the Government of Japan or the Bank of Japan.
In republishing it today, I have replaced my former pen name, “Kenji Akutagawa,” which was used in the first edition, with my present author name, MIKIO KISARA(木皿幹雄), or with “I.”

Notice from the Government of Japan and the Bank of Japan
November 15, 2011
First, we will briefly summarize the fact that, for the past 20 years, we have continued to be, so to speak, inward-looking.
More than 35 years ago, it is a fact that a politician appeared in our country who possessed powerful leadership capable of standing shoulder to shoulder with the world, together with achievement and discernment.
His name was Kakuei Tanaka.
Unfortunately for our country—or rather, at that time, for the ambition for distinction of one fledgling graduate of the University of Tokyo, we, the entire nation together, carried out something resembling a campaign that trampled upon human rights and effectively buried him politically.
Since then, our country has continued to strike down anyone who tried to exercise what is called leadership, leadership in politics, and, as you all know, we continued for more than 35 years the bad habit of our country expressed by the saying, “The nail that sticks out gets hammered down.”
But then there appeared a thinker named MIKIO KISARA(木皿幹雄)who, living in accordance with the abilities bestowed upon him by God, remained far removed from all fame and position, walked a path like that of Buddha or Christ, endured numerous trials, and fulfilled his mission.
Now, we will enter the main subject.
Japan has a population of 120 million, while the United States now has about 300 million people, I suppose.
A Japanese person takes one dollar to America and buys something, and the fact that one dollar is worth 111 yen is, considering the population ratio and the fact that even more than 20 years ago there was already a gap of 300 trillion yen in GDP, while today the gap has grown to approximately 800 trillion yen……
All the more, I believe everyone throughout the world can understand that this is an entirely natural value for the currency.
Therefore, today our country has injected tens of trillions of yen in order to return the exchange rate to the natural truth of 111 yen to the dollar.
From now on as well, so long as the true value of the currency remains at that level, we will intervene without limit and maintain this level.
We have decided to use the greater part of the dollars obtained through this process to purchase U.S. Treasury securities, and we have made those purchases.
The reason is that, in the world of the 21st century, the United States is today the country on this earth that has most fully realized intelligence and freedom, a country that has realized intelligence and absolute freedom of speech, while, as I have pointed to the truth, we happened to create a civilization without class, without religion, and without ideology, and, as the result of working and working, we recognize as a historical fact that more than 20 years ago, The Turntable of Civilization turned in our country.
Japan and the United States will stand tall side by side, lead the world for at least another 170 years, and prosper, while continuing to let that prosperity flow throughout the world like water.
I am convinced that, in the world as it exists today, if the United States did not exist, the world would become a darkness inhabited by demons and monsters and could not continue to exist.
At the same time, we recognize that Japan’s unnecessary great stagnation over more than 20 years has destabilized the world economy.
Therefore, today, at the same time as carrying out the aforementioned foreign-exchange intervention, we, the Government of Japan and the Bank of Japan, have separately injected 50 trillion yen in funds and acquired shares in the groups of companies of which our country is proud before the world.
As all of you know very well, in substantive terms Japan remains even now the world’s second economic superpower.
Because the market of our country has, until now, been subjected to our inward-looking politics, to the inward-looking political game described at the beginning, we have continued for more than 20 years to leave the Tokyo Stock Exchange and the Osaka Securities Exchange as markets far smaller than is appropriate for our country.
Of the 50 trillion yen injected into this market today, 10 trillion yen will be used for daily trading.
We have selected the finest staff in our country and have decided to have them manage 10 trillion yen in funds every day.
In other words, as of today, we announce that the Tokyo Stock Exchange has become one of the world’s largest markets, standing alongside the NYSE and Nasdaq.
We will return and deploy in the market the world’s largest pool of personal assets held by our country, stand tall alongside the United States, join forces with it to develop and prosper, and lead the world; we have resolved that this is what the 21st century is, that this is the America and Japan of the 21st century.
Needless to say, today we have also put an end to the state of prolonged deflation, unprecedented in the history of the advanced nations.
