On April 5, it learned that the Japanese government protested against the decision to extend for up to one year the installation of a statue of comfort women in the Mitte district of the German capital Berlin, which a Korean citizens’ group set up last September.
When the statue was first installed, the ward issued an order to remove it at the urging of the Japanese side, but the declaration was withdrawn when the South Korean side came back. It decided that the statue would remain in place until September of this year.
The Japanese government continues to call for the early removal of the statues, but the situation is complicated. The comfort women statue was set up on September 25 last year on public land in the ward, led by the Korea Council, a Korean citizens’ group.
The government lobbied the German side to remove the statue, including a request by Foreign Minister Toshimitsu Motegi to German Foreign Minister Maas. The ward issued an order to remove the statue in October of the same year.
But Korean residents in Germany launched an opposition movement. The ward withdrew the order partly because the leftist members of the ward assembly were involved in the majority in the community.
In addition, the ward permitted the installation of the statue for one year, but the ward assembly adopted a resolution in favor of the permanent installation in December.
In response, there was a possibility that the ward would allow the statue to be permanently installed.
The resolution also cited the 1993 statement by Chief Cabinet Secretary Yohei Kono, which acknowledged the coercion of comfort women.
In August of this year, the ward decided to extend the installation permit for one year. In response, the Japanese government protested to German officials such as the ward, saying it was one-sided.
However, the ward has not stepped into the permanent establishment, and the efforts of the Japanese side may have had an effect.
The Japan-Korea agreement of 2015 confirmed the “final and irreversible resolution” of the comfort women issue and promised to refrain from condemnation and criticism in the international community.
The installation of the comfort women statues in a third country, which falsifies history and unfairly criticizes Japan, is incompatible with this position.
The government will continue to remove the statues as soon as possible, saying that it has no intention of waiting even a year.
